Evaluate spatial distributions of clusters with a dispersion measure

If we see differences in geographic groupings of clusters using the timing approach vs. the raw metric approach for clustering, we can quantify those with a spatial dispersion measure. Suggesting Andy for help coming up with a good metric to use.
