Add smooth scroll with Offset values

Summary

Some of the sections get cutoff once scrolled. To fixe this, we have to add offest values so it will be scrolled keeping a little gap on the top. (will explain this in call)

Acceptance Criteria

• Able to add offset values to get scrolled to
• Scroll correctly to that position once clicked on a navlink
